The committee findings were that the police service ought to be made more sensitive and responsive a rapidly changing society (Kappeler & Gaine, 2012). Over the years, a few factors have led to its evolving in into the many forms of community policing that exist today.. The concern of most of the people was the unfair treatment of the minorities, especially black people by the police.
